note 32517 added to faq

Thanks to michaelnge at yahoo dot com dot sg I am a newbie and have compiled, installed binaries, uninstalled Redhat 8 and reinstalled and still could not get PHP to work. Finally I saw the note from Michael about changing the php.ini file. That hint was a life saver.
