I haven't had time to go looking at the RFCs, but it appears you do *not* want to send a To:
header as an extra header. With some mailers, it makes the MTA send your mail twice!
This occurs in postfix and qmail. It doesn't seem to occur in courier. Sendmail has not been
tested.
