note 33205 added to configuration.changes

In Apache httpd.conf file i've been trying to set the php_admin_value open_basedir VALUE as a dynamic value due to the dynamic virtual hosting settings my configuration file has. But unfortunatly it seems that the php_[admin_]value directives do not allow any sort of RegEx or any other coding to alter what the value is.
