In my opinion PHP 4.2.2 behaves correctly. It may be not as nice as before, but cleaner. If the user
sends an empty file you get an empty file. If the user types a bogus file name it is the
responsibility of the browser to tell the user that the file cannot be found.
I would not consider the PHP 4.2.2 behaviour a bug, but the change in behaviour could be considered
a bug.
