note 33958 added to ref.mysql

I have installed php 5.0 along with mysql 3.23 on windows XP, using apache 1.3. I am having difficulty getting information from my php files to send email, read, and write information to my mysql database. I am able to read and write information to the mysql database from the command line and I can view the php files in my browser. My php file is able to read and write information to my mysql database on another computer but not on the new computer installation.
