You need to compile with: --enable-calendar
See: http://www.php.net/manual/en/ref.calendar.php

The calendar functions are based on julian day count. Which is probably not the calendar you use.
This is how to do it:
<?php
$year='2003';
$month='03';
$day='28';
//convert to julian daycount
$jd = gregoriantojd( $month, $day, $year);
// get the week day
$WeekDay = jddayofweek( $jd, 1);
echo "The day is: ".$WeekDay;
?>
