I could be wrong but this function does not appear to 'scale' well compared to, for
instace, OCIFetchInto(). On a set of about 10 thousand records, using OCIFetchStatement() took
close to the maximum execution limit of five minute, whereas using OCIFetchInto() (and then looping
10000 times) took well under a minute
