note 34968 added to function.setcookie

I use the function posted by winfield at support dot email dot ne dot jp on the 20-Jun-2003 09:41 to check if cookies are accepted at all. Now I encountered a problem with Internet Explorer 5.0 on Mac OS 9.2 who did not set the test cookie (while it worked well on other browsers I tested on Mac and PC). The solution was extending the expiration time, the function works as expected when setting it to a year.
