Outputs: Ekonomi_ve_??_Dünyas?
(i.e. If this function finds an encoded char that it doesn't recognize it puts a ? instead of
the char.)

1) Am I correct to assume that the unicode lib in PHP is not up to date?
2) If so how do I update it and where do I get it from?
(I am decoding the dmoz.org structure which is entirely encoded as UTF-8. The problem is that this
function is coming up with ?'s all over the place - the above example is taken directly from
the dmoz rdf)
