The 2nd note in fgetcsv function documentation (above) is misleading. The function actually returns something NOT of null value but empty string. I've tested the return vaue with is_null and it returns false; with isset it returns true; However, using strlen to do length comparison returns 0. And var_dump of value to be of type and value <i>string(0) ""</i>.
