Maybe it's an idea to add something to the add a note page that
will point people to php-notes@lists.php.net if there is something wrong with there note.
I mostly try to test the notes to make sure they work...
but most edit requests come while I'm testing (If I can test them)
If the user knows that php-notes@lists.php.net can be used to request a change it will be less work with editing and deleting the 'please change' note.
Just an idea.
But that would mean much more edit requests and more letter to php-notes@lists.php.net...
