On Apache 2.0.47 / PHP 4.3.2 / Linux, to put php_value or php_flag in a .htaccess file, it is
necessary to have 'AllowOverride Options' permissions enabled for the .htaccess's
containing directory. Otherwise, you will get a 500 Internal Server Error and your error_log will
say something like ".htaccess: php_flag not allowed here".
