odbc_connect() connects only when:
1. Specifying a 'System DSN' as opposed to 'User DSN'
2. Omitting 'DSN=' and parameters.
OK:
odbc_connect('My-System-DSN', 'user', 'password')
Not OK:
odbc_connect('DSN=My-System-DSN', 'user', 'password')
odbc_connect('DSN=My-System-DSN;UID=user;PWD=password', '', '')
Not OK, notice semi-colon:
odbc_connect('My-System-DSN;', 'user', 'password')
