note 35625 added to configuration.directives

Be sure to use " (double quotes) on all options because single quote will seem to work (Include_path points to the correct path, but it does not work! ) This was so subtle I did not realize I had used a single quote, I got no error and the correct path showed up in the PHP config but no files would be found by include!
