open_basedir restrictions also stop file uploads in the same way as safe mode, which is
understandable. However, I don't see why you can't change upload_tmp_dir on a virtualhost
basis (e.g. to point to a temp directory in the user's webspace). upload_tmp_dir is marked as
being PHP_INI_SYSTEM though which means it doesn't work for virtualhosts.
