Lot's of people are having problems with the latest Win32 binary snaps because sometimes (if
the Apache 2 part of the build failed) installation will not succeed.
That's why you should always check http://snaps.php.net/win32/snapshot-STABLE.log
before downloading the latest snap. Check that the Apache 2 build was successful. Then proceed with
putting the DLLs to the right places (windows/system32 or winnt/system32).
