Dhananjay Rokde post is a sure fire way of getting your server up and running on winXP. I would
also suggest that users unzip the php contents into their Apache 2 folder.
do not create a new folder called /php/ and extract zip files into it. simply extract the .zip into
the Apache 2 dir and rename the folder it places there (php-4.3.1-Win32) to "php".
for all intents and purposes, it should work if you follow Dhananjay's example.
