As an addendum to my previous note, it would seem that brokenness is to do with daylight savings
calculations. Apparently midnight on the 30th March 2003 doesn't exist, even though the clocks
go forward at 4am, and at very worst a time of 1am instead of midnight should be returned. I'm
tempted to chalk this up to Solaris' locale brokenness rather than PHP's :)
