if server is set different time zone than you need, then:
$hour=date(H)-$TIMEDIFFERENCE; // it may be plus also
$mtime=mktime($hour,date(i),date(s),date(m),date(d),date(y));
$hour=date(H,$mtime); // displays current hour in your locat.
$day=date(D,$mtime);// displays current day of week
and so on..
