I needed to use:
<?php
header("Content-Disposition: inline; filename=downloaded.pdf");
?>
insead of:
<?php
header("Content-Disposition: attachment; filename=downloaded.pdf");
?>
because IE was giving javascript errors on the form of the submitting page.
