note 37051 added to function.ftp-get

I found and interesting side effect. If I do and ftp_get on a file that does not exist on the server. I will get a zero file created in my machine with the name that I put in the local file variable. To fix this if (!@ftp_get($conn_id, $local_file, $server_file, FTP_BINARY)) { unlink($local_file); } WEIRD!!!
