WINDOWS CAVEAT:
gmmktime() looks to be the perfect solution for all timestamp/DST/timezone/calendar problems because
it returns a 'straight' timeline [the one at GMT]. The timeline will in fact have no
'gaps' or 'overlaps' as generated by DST changes which is the good part of the
deal.
BUT: expect gmmktime to return bogus on all windows platforms except those located in the GMT zone
itself. All other systems will have the timeline offset by the own timezone. To test confomity, run:
gmmktime(0,0,0,1,1,1970); which MUST return 0
anything else is bogus [the message "Warning: Windows does not support negative values for this
function" included]!!
Workarounds:
- use Linux
- set your system to GMT
