Do not use the 'is_dst' parameter, or pass -1, when calling gmmktime(). Otherwise, if the
system's local time zone uses daylight savings time, the result may be an hour off GMT,
depending on the specified date and what you pass for is_dst. (Internally, PHP uses the C
library's mktime function, and then tries to convert from local to GMT. But the is_dst
parameter overrides the default conversion.)
I don't think the 'is_dst' parameter is relevant to gmmktime and probably
shouldn't be there. Pretend that it isn't.
