a simple solution for keeping necessary bold and text tags, while eliminating others is as follows:
1. str_replace all < and > with > and <
*wonders if php.net will parse it or not*
2. then replace all <b> and </b> and other tags with <b> and
</b>
in essence, strip them all and re-place the few.
