note 38294 added to features.file-upload

Just a short note.. I hope it helps somebody. I was making this upload-form for the first time and spent a lot of time getting it to work. The $_FILES array stayed empty.. Also the form 'enctype' value is very importand! <form enctype="multipart/form-data" action="_URL_" method="post"> Maybe it is wrong, but in normal forms I never used that 'enctype'.. But the file-upload won't work unless you specify it.
