note 38549 added to install.apache

This Error appears only at windows 98. I've seen many workarounds and helpfull statements. This problem shows a Message like: "A device attached to the system is not functioning" "(31) Ein an das System angeschlossene Gerät funktioniert nicht" reportet from the php.exe or also php4ts.dll. This Error disappears, if you update your win98 from the original 4.0 IE Explorer to a newer one. This one brings you also new System Components. This is not a php Problem, but a Window System Problem.
