The timeout on fsockopen() is for actually establishing the connection. I've used it several
times in test situations where I would deliberatly attempt to open the wrong port. For example;
$conn = fsockopen("xxx.xxx.xxx.xxx",729,$errno, $errstr, 3);
The port should be 709, but for the sake of testing to be sure that the timeout works, I changed to
729 and lowered the timeout to 3 seconds, which worked exactly as it should.
This, however will not have an effect on slow transfer...as the connection has already been
established.
