microtime() returns a string with both the integer and decimal portion of the number of seconds
since the Unix epoch. The function that is provided is correct, in that it will simply convert both
portions of the string into floating point numbers, then add them. The 'micro' part of the
function name is derived from the fact that when processed, the resulting time will be accurate to
the millionth decimal place or so; It is not referring to the units used for the return value.
