this function treat the time string as the localtime and transfer it into a UNIX timestamp which is
in UTC.
For example, if the server is in CA,
strtotime("1970/1/1 0:0:0") gives 28800.
This is a very tricky coveat, because your clients may be all over the world. The conversion can
render useless timestamps unless all input time string are from the same time zone. Even so the
values are still incorrect unless the time zone happens to be in 0+ UTC.
