I belive the signature for this function should be:
file_get_contents ( string filename [, bool use_include_path [, resource context]])
Rather than:
file_get_contents ( string filename [, int use_include_path [, resource context]])
If you wish to include a function, using your php defined include_path:

file_get_contents('yourfile.php', true);
?>
