_GET, _POST, and _REQUEST will contain HTML-URLDecoded forms of the posted data and/or query string.
That is, it does standard URI decoding andl additionally do the '+' (plus sign) to space
decoding assuming the Query String is of application/x-www-form-urlencoded format.
For those looking, neither RFC2616, nor RFC2396 indicate the '+' / space translation, it
is a part of the HTML specification for POST/GET form encoding (the default format). The
specification for & and = parameter separation is also a part of the HTML format.
If you are using a different format, or do not want the + to space convesion, you need to parse the
QUERY_STRING (or RAW post data) yourself.
