This function is used to get a local filename from request URI.
For example from
/~user/dir/file.txt
you get
/home/user/public_html/dir/file.txt
so now You can access file now when You know where it is.
It works well on Apache 1.3 but not on 2.0
My whole digital_archive DirectoryIndex project went to hell because of this strange behavior in
2.0.
