You don't have to install libiconv when the server is IIS (Windows NT). iconv() just works!
Maybe because the current Windows supports POSIX Standard.
about older versions of Windows such as dos95, dos98, dosME... I don't know... but at least I
am sure it will work without the libiconv in IIS 5.1 (Windows XP)
