As of php-5.0.0B2, the value of E_ALL has changed from 2047 to 4095 because of the addition of
E_STRICT.
Purists can use to make sure E_STRICT to ensure that there scripts are using the latest and greatest
suggested method of coding.
This may affect the php_value directive for apache and related issues where no symbolic but only the
numeric value can be set.
