While this has probably been noted before, quite a few functions don't exactly work as required
under IIS 5 (probably 4+) using PHP as a CGI. rand() and mc_rand() won't actually return a
random value. Instead, it's a fixed one. rand(1, 7) has actually given me a consistant 35, so
I'm guessing it's a Microsoft thing. It does something similar with session data, and
handling header redirects.
So, if your working on a production IIS server, test it out first. Chances are you'll need to
switch over to the ISAPI dll.
