You can solve your problem easily with templates. Templates separate design and code. A good
template engine is Smarty (http://smarty.php.net). http://smarty.php.net/manual/en/what.is.smarty.php
If you use a template engine you can use the same php code for the e-mail and the webpage:

$mailtext=$smarty->fetch('e-mail.tpl');
$smarty->display('webdocument.tpl');
