I've found that php (or maybe courier) likes to add the $to variables to the headers, so that
if I compose a message:
To: "user" <user@domain.com>
and invoke mail with a $to value of "user@domain.com" the email I receive reads:
To: user@domain.com, "user" <user@domain.com>
To get around this, I've found that you can pass $to in as NULL, and php will parse the To, Cc,
etc. out of the message itself.
