note 39891 added to install.windows

- Dhananjay Rokde. I don't believe it, So many people are having problems installing under windows, so here is Dhananjay Rokde to the rescue again. ---- You had a real good look at the installation instructions.... However I need some help beyond the description: PHP, Apache2 and MySQL is working nicely individually. However: Some php packages, cause an Apache crash as soon as tries to access MySQL - I've seen some references to the same on Linux, but in my case I am running on Windows... Anybody got an idea to a fix???
