note 39898 added to ref.mail

Failed to connect to mailserver at "localhost" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in c:\Program Files\Apache Group\Apache\htdocs\process33.php on line 88 Help!! Fire!!, I have been recieving the error message above, when I am trying to execute a php file using the mail(). I am at my wits end. I am not sure if this is the appropriate place for my post, still I would appreciate any help I can get. Thank you.
