The self created "proc_nice" function used with PHP before version 5 does not work in some
system since renice for non-root user (like 'apache', 'httpd',
'www-data' or 'web') can only increase the value, which means decrease the
priority, and cannot fallback to even its original value.
As a result, when the page finished, the apache will be kept in a higher value and it will be
randomly assigned to serve another page, which you might not want it to be served in such priority
value.
The only solution I think of is to set apache to kill the child process every time
(MaxRequestsPerChild = 1) while this is definitely not a good solution.
I dunno if this limitation also exist for the proc_nice() in PHP5?
