It seems that tidy_setopt() expects three parameters and not two , the first one should be an object
from tidy_parse_string() or tidy_parse_file().
bool tidy_setopt ( object tidy , string option , mixed newvalue )
ex :

$O = tidy_parse_file( 'http://site.net/page.html' );
tidy_setopt( $O , 'output-xhtml' , true );
echo tidy_get_output( $O );
?>
