note 40274 added to faq.obtaining

Please do not use my browscap.ini file that's linked to in section six. Serious bugs in get_browser() prevent it from parsing my file properly (i.e., the way browscap.dll parses it) and the team will not commit to a timetable for fixing these bugs. After nearly three years of this nonsense I have decided to stop supporting PHP.
