on the post before: i don't think it's a bug. if < or > do NOT start or end a tag
they should be encoded by entites such as < for < and > for > . They same should
be done with & which is & if it does not start an entity.
Not only for PHP Parsing, maybe there are browsers out there which do the same mystakes(?) when
parsing your page.
