note 40443 added to language.variables.scope

From Chapter 8. Constants: http://www.php.net/manual/en/language.constants.php "Like superglobals, the scope of a constant is global. You can access constants anywhere in your script without regard to scope." It wasn't readily obvious to me that constants were global.
