note 40628 added to function.is-numeric

Just in response to the previous post, a user is highly unlikely to accidently insert a letter in a numeric field, as the numbers are completely sepereated from the letters on the keyboard. Besides, it's always better to check for errors, and request that they re-enter the number, rather than taking it upon yourself to guess what they meant to enter.
