note 40706 added to function.getenv

I am getting a getenv('HTTPS') equal to 'on' in OSCommerce in /include/application_top.php. This in spite of the current .php being just HTTP (not secure). I wonder if there is a directive in php.ini or httpd.conf that is incorrect and is forcing environment variable HTTPS to 'on'. Thanks!
