note 40758 added to faq.obtaining

Due to flaws in get_browser() the above browscap.ini file does not work properly with PHP. I have asked to have the link to my website removed only to be told it won't be. I keeping posting these notes to help make you aware of the problem but my notes keep getting deleted.
