note 40906 deleted from function.uniqid by nlopess

Note Submitter: johnkarl@nbnet.nb.ca ---- A warning about uniqid! I was at one point using uniqid in the DOMIT! xml parser to generate unique ids for each node that was added to a DOM document. But after running benchmarks on some different machines, I discovered that on machines with Celeron processors, uniquid was horrendously slow.
