note 40972 added to function.gettext

After many hours of problems with moving a system to a different server, the problem was fixed as above (missing code in the /usr/lib/locale directory). Under netbsd specifying a "non-existing" locale like Khmer (km) works without a problem. Same goes for "fr" and not "fr_FR". Under 2 linux servers there had to be an entry in the /usr/lib/locale section. "fr" on it's own wouldn't work.
