note 40990 added to function.base-convert

There's an useful function custombase_convert(), which seems to be very useful, for example, to implement genealogical trees model proposed by Miguel Sofer (http://darwin.zoology.gla.ac.uk/~rpage/ MyToL/www/downloads/trees.pdf). Unfortunately, Fips' code has a bug.
